The value here is not labour arbitrage. An African contact-centre agent costs $252–336 a month, so the case that works in North America does not work on this continent. The case that does work is coverage: languages no agent pool supplies, volume nobody currently serves, and accuracy on the names, numbers and currency that decide whether a call can be resolved at all.
